Hon. Richard Maru, BTech, MBA, OBE, is a Papua New Guinean political leader.  He first got elected to the 9th Parliament in 2012, representing the Yangoru Saussia District in East Sepik Province.

In his first term (2012 – 2017), he served as the Minister for Commerce, Trade & Industry.  He was instrumental in putting in place policies to enhance international trade, making PNG a competitive foreign investment destination and laying the foundation for the growth of Small to Medium Enterprise (SMEs) through the SME Policy.

Honorable Richard Maru got re-elected in the 2017 National Election.  He was appointed the Minister for National Planning & Monitoring in the O’neill – Abel Government in August 2017.  Under his leadership, the country developed and implemented the Medium Term Development Plan III, the Donor Cooperation Policy that looks at new arrangements for donor assistance and the WaSH Policy, amongst other important achievements.  After the change of Government, the Marape – Davies Government re-appointed him as Minister for National Planning & Monitoring on 07 June, 2019 and later decommissioned him as Minister on 27 August, 2019 for political reasons.

Prior to becoming a Parliamentarian, Hon. Richard Maru was the Managing Director of the National Development Bank for eight (8) years.  He was appointed to lead the Bank in May 2004 when the Bank was declared insolvent.  Tasked to trade out the Bank out of insolvency and to rehabilitate the Bank. Key challenges were to reduce cost, change the organizational culture and hire and retain skilled staff to drive the bank going forward. The other challenge was to develop user requirements, put out an international tender and implement a new management information system at the cost of K2 million, to replace the old obsolete system. That has all been achieved including reducing staff numbers from 258 to 162. Annual operating cost has been reduced from K14 million to K9 million a year and now the Bank is now posting operating profits in a complete turnaround in financial and operational performance.

He was awarded Officer of the Most Excellent Order of the British Empire (OBE) Member in 2011 in recognition for his services in development banking and rural development.
